Civil penalty charge notices (Councils, TFL and so on) / blue badge council car park overstayed

parked in a blue badge bay, set time correctly, left the carpark straight onto a main road, passed no signage, came back 5 hours later to a pcn and ann info slip saying bb parking is 3h max, genuine mistake i did't know as i only (thought) i passed one sign which does not face anyone approaching so i only saw the back of it.
i checked after and yes it says 3h however on a half rolled up tiny text in the corner.
im probaby bang to rights but i feel this isnt fair, there is no exit signage and no easily visible signage at all near the bb bays.
to add to this, it also does not state on their .gov website anything about limits
