Hello everyone,
I’m looking for some advice regarding a recent issue with a PCN. Today, I received a Charge Certificate. The original PCN (contravention date: 07/09/2025) only arrived on 14/10/2025. As soon as I received it, I contacted Newham Council through their online portal to explain that the PCN had arrived after the 14-day period. I also stated that I was willing to pay the penalty provided I was given the opportunity to pay it at the discounted rate as its unfair that i have not given the time to pay the penalty in time.
However, instead of responding to my online representation, the council has now issued a Charge Certificate for £240, doubling the original amount. The contravention was for 52M – Failing to comply with a prohibition on certain types of vehicle (Browning Road, E12).
I would be grateful for any advice on what steps I should take next. I am concerned as I now have only 12 days left, and I genuinely did not receive the PCN within 14 days. I also cannot afford the increased amount.
