Private parking tickets / UKPC Parking Charge Appeal

I went to a property viewing with my disabled mother who was holding a valid blue badge. There was no disabled bay in the area. The main entrance of the block was in a garden with no access for cars. The estate agent used his fob to let my car enter the block for direct access to the viewing flat by lift which was the only means of access for my mother. He escorted me to park in a space where I believed belonged to the viewing flat.
A week later, I received a parking charge notice of £60 from UKPC. I immediately appealed but failed. I want to escalate this matter to POPLA, that I was completely innocent. If I fail again, I will need to pay £100.
I emailed to the estate agent a few times but received no response at all.
Kindly see the attached parking charge notice and letter of rejection. I would like to request for advice on a resolution.
