Hi, can someone please advise if I have a case to appeal a 31j pcn from Hillingdon council.
I believe I was literally stationary in the box for approximately 7 seconds as the vehicle in front decided he didn't want to get any closer to the vehicle in front of him/her, I thought there was enough room for me to clear the box junction.
I'm not too good with computers and have attached the link for the video, I hope it works!
