As UKCPS hold 2 possible addresses for you, you must immediately send a Data Rectification Notice to their DPO instructing them to update their records with your current address for service and to erase your old address. The highlighted words are there for a reason, so use them!

I got this in response to the DRN i sent to UKCPS, Should i provide them the details in question?:

Thank you for reaching out. Before we can proceed with your request, we require the following information to locate the relevant records:

-Parking Charge Reference
-Vehicle registration number

All complaints must be submitted in writing to the complaints department, as outlined in the correspondence you received.

If they have two possible addresses for you, what is to stop them issuing a county court claim to the old address and you not knowing about it until you find out you have a CCJ by default? That's is exactly the kind of FUBAR you can end up with if you ignore my advice and don't send a DRN to UKCPS.


Advice taken and fully embraced. Going to google or search this forum on How to send a DRN (template) before getting told of by you :-[

Stop trying to FUBAR this by contacting useless and powerless debt collectors. All they can do is try and intimidate the low-hanging fruit on the gullible tree into paying out of ignorance and fear.

As long as the driver is not identified, they cannot pursue you as the Keeper. Any images they have are irrelevant as far as identifying the driver. They have no idea who any person is in the images.

Just ignore all debt recovery letters. Nothing will happen and come back when you receive a Letter of Claim (LoC).

I want to clarify that my vehicle log book address showed my previous address until today, like i said i claim responsibility of this, i only went ahead an updated the records today. In that case do you still think UKCPS holds 2 addresses?

I may have reacted to the debt collectors that i am shocked about these violations as i don't even remember, hope they won't hold it against me. There is a clear image of me in the first instance where i am out of the vehicle.

I understand that by not declaring the driver i can probably ignore it till i get a LoC, but i hope i have the confidence of fighting this through till end.

In all honestly i was looking for an acceptable resolution for me paying fine for the 1st instance where its clearly my fault, and at the original fine penalty of Ł60. No way i could afford Ł340.

I’m looking for guidance on 2UKCPS “No Stopping” PCNs issued at Leeds City Station in September. I only found out about them today because my vehicle was still registered to my previous address (this is on me), so none of the letters ever reached me. I’ve only now received one letter at my current address from a debt-collector, and after calling the debt-collector agency they told me there were actually 2 PCNs and sent over all the evidence via email.

1. First incident – 7 September
Photos show the car stationary. Clear images. I am out. [This is straight forward]

2. Second incident – 12 September

Photos show the car paused exactly same spot from 7 september but only because other vehicles blocked movement. I remained inside the car, and the wider images show traffic preventing me from moving. One of the pictures is zoomed, but the full images make it clear this was forced immobility, not voluntary stopping.

Current situation:
Both PCNs were escalated without me ever seeing the original notices because they were sent to my old address. This is the first time I’ve had the chance to look at the evidence or challenge anything. I understand this is totally my fault,

What I need advice on:

* How to appeal or challenge when I’ve only just received any notification? Do i even have any ground?
* Whether forced immobility counts as “stopping” under UKCPS’s “No Stopping” rules.
* Whether UKCPS should reset both PCNs to the original amount since these are effectively my first notices or because their legal obligation was met they can't do anything
* Best next actions from here (challenge, wait for Letter Before Claim, etc.)

Looking for help from people familiar with UKCPS or Leeds Station “No Stopping” cases.
