I borrowed my sisters car to make a return journey to the shops, my route took me down Dermody Road West to East on the way there, so I took the same route on the way back. I have never driven through this route before.

I was not aware this section of road restricted to only travel one-way West-East. I did not see any restriction signs on the approach until the beginning of the restriction zone. I found the signage and road layout so confusing that I had to stop my car to read it and consider what it was applying to - this can be seen in the video evidence. Given I had travelled in the other direction with no signage or restriction, I found the 'no motor vehicles' signage to be confusing, this was further compounded by the oncoming traffic through the restricted area. So I assumed it must applying to some other section of road. There is no 'one way' signage on what is effectively a 'one way' restriction on a 2-way road.

I've done a bit of research and it seems this site has a disproportionate number of PCNs - various articles on this (https://www.newsshopper.co.uk/news/19235506.lewisham-council-issues-17k-pcns-dermody-road-ltn-filter/, https://www.mylondon.news/news/south-london-news/london-road-hundreds-drivers-fined-21128386). The Government guidance on LTNs states that "If local authorities detect hot spots where a disproportionate number of PCNs are issued or representations or appeals are being made, that should alert them to a possible need to review the cause." I have submitted an FOI to Lewisham to get the numbers of LTN sites in the borough over the past 5 years which I expect will confirm this.

Further, my sister did not receive the initial penalty charge, the first notice she received is provided (https://cdn.imgpile.com/f/HFwAWU1_xl.jpg), asking for payment of £240 within 14 days - so this might be quite urgent. They have contacted Lewisham to explain that but yet to hear back.

really grateful for any advice, even if it is just to get the fine back down and to pay that. (but im not afraid of a fight if they are in the wrong!)
