These were our thoughts yesterday, too. We got hold of a lovely guy at National Highways who confirmed it was closed, despite TFL saying they had no records. We've put in a Freedom of Information request, we asked him about the diversion and he said one wasn't showing! He couldn't be sure of the diversion signage used ie whether it was symbols (HGV friendly route) or old-school "diversion" and arrow.

Thanks for your Google link - it's definitely confirmed how motorists late at night are hugely disadvantaged  by the un helpful positioning of the ULEZ signs when exiting East Lodge Lane, turning right onto Cattlegate Road, coupled with tree and hedge cover.  Why can I almost hear   a ringing in my ears that sounds like a "kerching"? :P

Hello - hope someone can guide.
Got a ULEZ PCN after M25 clockwise junctions 23 to 25 closed late night on 27th October 2025. No clear diversion on sliproad roundabout. Attempted two runs at roundabout to see signs and follow-up signs. Nothing. Had to rely on satnav (we know you have to rely on authorised diversion). We don't know this part of the country at all. 
TFL say no registered authorised diversions and road closures of this part of M25 that night. The newspaper the Independent lists those two junctions closed 29th and 30th October but not 27th October.

We've got dashcam for some of the bits after leaving M25 as it auto saved to sections but the journey along the M25 to prove the gantry signs and the visual proof of closure has been overwritten between the time of the incident on 27th October and the PCN arriving yesterday. We had no idea we were entering a ULEZ.
An extensive internet search shows nothing for the closure experienced so I guess we have no choice to pay.
