#1 Private parking charge at drivers own property

Hi the driver recently moved into a flat that has a private parking scheme, the driver received a parking permit when the driver moved in.Whilst collecting things from the old address the driver left my council parking permit on the windscreen and forgot to replace it with the private parking badge. the driver didn’t receive the initial notice as they were sent to the previous address. The first letter the driver received was from a debt collection agency. There is no phone number for the parking management company and the driver doesn’t appear able to appeal. the driver can post a complaint in writing. The sign states ‘ where a parking charge has been affixed to a vehicle or given to a driver and becomes due an application may be made to the DVLA. Otherwise the keepers details may be requested immediately so a notice can be sent to the keeper’. No charge was fixed to the vehicle which is annoying as the driver could have appealed or at least paid early. The use of the word ‘otherwise’ also confuses the reader. It is worth further appeals?
