Council: Sheffield City Council

PCN: 47 Stopped on a restricted bus stop or stand

Location: Wicker, Bus Stop WK2 (southside on the same side as Khyber Diner restaurant)


Hi everyone. I challenged my penalty of stopping at the bus stop about a month ago and have now received the notice of rejection of representations. I told the council that I'm a delivery driver and had an order to pick up at the Khyber Diner restaurant. I mentioned that there was no parking nearby and provided a delivery receipt as evidence of my trip. Unfortunately, they have rejected this. Another delivery driver told me that they should cancel the charge if I told them I was doing a delivery. I guess they have stopped being so lenient . For years I haven't seen this mobile ANPR/CCTV car and now the council has started using it more at night even when buses aren't that busy. I'm not too sure about the rules of this camera car. My friend told me the camera car did two laps and within a few minutes was already gone. Is there any action I could take against this?

Good news and bad news. The good news is that North Yorkshire Council has some humanity and cancelled my family member's PCN. The bad news is that I recently got a PCN stopping in a bus lane by a mobile ANPR/CCTV car. I have already appealed this and may have to create a new post as it's Sheffield Council again. Thank you so much for all the support  :)

PCN: 35 Parked in a disc parking place without clearly displaying a valid disc

Location: Valley Drive (south side near roundabout), Harrogate


Hi everyone, a family member accidentally parked in a disc zone permit area without having the correct permit on display. From what she can remember she didn't see the parking bay lines and she wasn't aware of Harrogate's free disc parking scheme (https://visitharrogate.co.uk/business-directory/category/car-park). Google Maps' latest street view is only from 2022 where parking lines can be seen, but the PCN's images show very faded/non-existent parking lines on one of the pictures. Is there room to appeal this?

The council still gave the discount late in the evening of 29/04 so it was paid then.

Don't think there were any issues with the signs and there are no roadworks/diversions at the moment. The other 2 sedans that passed through were probably taxis  :'(

PCN: 34J Being in a bus lane

Location: Glossop road, westbound between Regent Street and Cavendish Street


Hi I'm trying to help a family member out with a bus lane penalty charge notice in Sheffield. They got lost and ended up going through the bus lane without giving notice to the signs. I've looked at previous instances of this situation and wondered if it's possible to cancel the charge if the council doesn't manage to get the service date correct? This was discussed previously here - http://forums.pepipoo.com/index.php?showtopic=131956


If I'm correct these should be the dates:


Date of issue and posting of penalty charge notice - Friday 05/04/24
Date of service (+2 working days) - Tues 09/04/24
Date of service plus 21 days period - Mon 29/04/24


If I check the council's payment website on Mon 29/04 and it doesn't offer the discount or if it is discounted and I appeal on this day and they don't re-offer the discount then do I have grounds to appeal to the tribunal?

Sheffield Council has so graciously offered me the discounted PCN charge for another 14 days starting from the 20th of Oct.

I already challenged the PCN last Sunday as Mon 09/10 was the last day of the 2 week period. I explained why I was there, that I understood I was in the wrong and it was a rare genuine mistake for me. I wrote that I have been a loyal Highfield permit holder for the past few years and that I have been supporting the local community as a delivery driver for a number of years now. I kindly asked if they could let the charge go as a gesture of goodwill. I'm still waiting to hear back from them.

In the circumstances you describe, I can't really see scope for anything apart from a plea for discretion. When did you last get a PCN from Sheffield council?

This would be in 2019 on my old car. If I need confirmation of this I would need to contact the council as I can't find any receipts of this in my email.

Why couldn't you drive the car into the garage?

Did you just leave the keys with them and leave?

At what time did you originally stop the car there?

In the meantime I have requested the traffic orders.

- The garage car park was already full and I didn't want to block them as they constantly shift cars around.

- No. I went in to pick up my old car (not the one that was issued a PCN) and then dropped it off at a friend's place before returning back to pick up my current car that I left behind.


At what time did you originally stop the car there?

- I believe it was around 4:45pm. I can try to see if I have my dashcam footage later.

Please post the back of the PCN, as sometimes the "small print" contains fatal errors.

PCN: Contravention 02 - Parked or loading / unloading in a restricted street where waiting and loading / unloading restrictions are in force

Location: Harwood Street, Highfield, Sheffield, S2 4SE (across from the garage - One Stop Motorist Centre)


Hi everyone! Unfortunately, I received a PCN last week (25/09) after I was rushing to pick up my old car from the garage before they closed. I understand I was in the wrong here and will probably just pay the fine like I normally do. My mate suggested this forum to see if I could get a second opinion. I'd be grateful for any kind of advice or help. Thanks!



I have used this garage many times before and normally park on the same side of the road where the garage is on Harwood Street (north side). This side of the road allows parking for permit holders or for those who pay at the machine. On this occasion, there were no more spots on this side of the road, so I decided that I would park on the other side across from the garage. I rushed to the garage and didn't read the parking sign hoping that my yearly Highfield parking permit would apply the same as on the other side of the road. After returning from dropping off my old car, I found the PCN and realised that even though my parking permit does apply, the sign included no parking/loading restrictions. At this time I was parked during the restricted 4:00 - 6:30 pm time  :'(  I found it pretty annoying that the council would put extra restrictions only on one side of the road and it doesn't really help that the sign was covered in branches. I have shared a Google folder with the CEO's images (evidence 1-8) and it includes some extra pictures I took. I hope this explains things. Please feel free to ask me anything. I should have until next Mon (09/10) to challenge this.
