I have been provided with a letter of authorisation from the lease company allowing me to liaise with the council as a third party.

Hi,

I have previously posted about a PCN from Barking and Dagenham council for contravention code 62 on the 09/10/25.


I made the informal appeal which was rejected and I have now received a notice to owner.

I will attach a copy of the windshield PCN, the informal appeal rejection letter and the notice to owner.

I would really appreciate some advice on how to go about tackling this.

Hi

Apologies I have been unable to access my account and have been desperately needing advice.

I realised that I am not the registered keeper and I don’t believe any of these details are in my name.

Also I have returned the company car and have been given a new one as per company policy where they replace it yearly so I’m not sure if this complicates matters.

I did the informal appeal as I was running out of time and couldnt access this account for advice and it was rejected, I will attach the rejection letter below.

I only have till Wednesday to pay the reduced rate, should I pay the reduced rate or do I have a chance in winning the formal appeal?

I am the registered keeper. The company’s policy on PCNs is I believe we pay them ourselves and if any correspondence comes via letter they forward it to us directly.

From what I understand, the parking bays aren’t actually for parking due to the single yellow line.

Could I have any grounds based on this being outside of the 8:30-5:30 time frame?

Apologies I am new to this and didn’t expect to find myself in this position.

Do I have any grounds for appeal in this case.

In this case the contravention code given was 62 however my wheels weren’t touching the lowered kerb, am I able to use this for my appeal.

I don’t believe those signs are there anymore since this road became a CPZ.

I don’t have a residents permit but I live at the residence I was parked outside of, I have a driveway and was only parked there temporarily in the morning as I needed to load up the boot before work so just did a rough parking.
This was at 06:57 so thought it was fine to park there as it was outside of controlled hours.

I have just checked the Google maps view and it has not been updated since March 2022 when this road was not a controlled parking zone.

I will take some pictures of the signage in the morning and upload the images.

Good evening everyone,

Earlier this morning (09/10/2025) at 06:57am I received a PCN for contravention code 62
‘Parked with one or more wheels on or over a footpath or any part of a road other than the carriageway’.

My vehicle was parked on the road outside of controlled hours(usually 8:30-5:30). The car was close to the kerb but did not touch the lowered kerb or raised edge.
