Sorry, Yes the PCN is in my name and (correct) address.

With regards to Hertz, I would have no problems arguing that I agreed to pay PCN, charges etc that were my fault but that does not mean I will be responsible for charges caused by someone else acting illegally. If they have not reported the cloning then the contract clause is unfair.

I will sleep on it for now and maybe someone will be familiar with the NI protocol and can confirm where the NTO will go.

OK, they charged 31.25 Euros.

This where it may get a bit tricky. If this was an english car under english law AND if Hertz got the notice, I would be quite happy to argue that Hertz would have to prove that:

a) The photo is of the car that I hired (It isn't !)

b) That I was driving the car at the time of the contravention, (BTW my wife was also an authorised driver).

I am quite happy to make them try to get a CCJ, which I would defend, I have been there before.

It seems the catch 22 in this one is, to appeal you need to report a crime, ie fraud. To report cloned number plates you need to be the owner of the car. Also that is before who do I report it to, my local UK police, NI Police or the Gardai ?

So I suppose the question is will the Notice to Owner go to Hertz ?

I have just checked my credit card and they have debited my card on 30th Aug. I can easily challenge this with the card issuer. I have no objections to paying for PCN's that were my fault but it is frustrating when I have not done anything.

Yes, but why did the DFI acknowledge 4 transactions which were not relevant but ignored the one transaction which was ? I have a google timeline on my mobile app but cannot screen shot it from my mobile so not sure how I can get this.

From the way the PCN is worded they seem to be claiming that I was the registered owner during the rental period.

Beginning to think I am barking at the moon here and just have to accept that the whole PCN system is not fit for purpose.

Think it just means the OP was in Carlow and couldn't have got there in an hour.

There must be something more fundamental to go on.

Hi Stamfordman,

I am based in the UK and the PCN was sent to my correct address.

The vehicle in the picture is the correct make/model/colour. However it does not appear to have the 'Drive on the right / Links Fahren' and 'No Smoking' stickers on the drivers side of the windscreen.

I have put the emails and rejections in order, so hopefully should be fairly easy to follow.

Hi Guys,

I am looking for any advice regarding a PCN.

The complication with this is:

1) I hired a car through Hertz (with the you are responsible for PCN's etc) at Dublin airport on 31/07/25 and returned it 02/08/25.
2) I received the above PCN on 23/08/25 from the NI Department For Infrastructure. I have never been to NI.
3) I tried to appeal the PCN and sent a copy of my bank statement which showed I was in the ROI one hour after this traffic offence (travel time Belfast to Carlow, ROI 2.5 - 3 hours), but no surprise this was refused.

What I am looking for help/advice on is, would anyone know if it is even worth appealing this. IE can I expect a genuinely neutral adjudicator ?
