So esentially you didn't know what message the sign conveyed. Frankly, the discount does seem to be your best option, but it's always possible that Lewisham have mismanaged the enforcement process and thus provided a 'technical' appeal argument to take to London Tribunals, but I'll let others try

I'm thinking thats probably my best course but I very much appreciate your help and input.

So any reason for passing the signs ? Did you not understand their meaning ? You say you missed them and the only think I can think of is they are mounted rather too high, but not as high as some we have seen recently.

Looking back I believe I may have interpreted them as pertaining to parking / stopping and therefore didn't apply to me just passing through. I have never come across fully pedestrianised school zones before. Localised speed and parking restrictions, yes, but not this kind of system and was unaware of its existence. Road markings would have been a far better indicator; for instance I would never use a bus lane without first looking for signage as to its enforecement times eg all day / rush hour etc.

I do not believe the signs are too high as you can see from the google street view but i am certainly no expert.

I have received the above PCN issued by Lewisham council for failing to abide with a timed pedestrian zone in Hazelbank Road junction with Ardgowan Road. The video shows the sign(s) which I somehow completely missed. I do not have any mitigating circumstances.

Are there any technical issues with the PCN I can appeal? A previous post regarding this road won due to incorrect dates etc but as far as I can see they are all correct. I have attached a link to photos of the PCN including the payment page together with a link to the location of the infraction.
