Loading some items to take to the tip and from our house to my wife's work. I'm genuinely surprised we missed this. Given all the photos were taken within a minute and the PCN states that the vehicle was only observed from 08:06 to 08:06 surely that's not enough? I found the London Councils guidance that states they should observe for 5 minutes for a private vehicle - if that's not listed on the PCN is that enough to contest?

AS previously noted, the CPZ hours commence at 08:00 and the ticket was issued at 08:06, with all the photos also taken at that time. The wall shown in some of the photos is the side of my house. Is there an allowable time for loading?

Many thanks for the advice to post the full PCN details - I was hoping that the PCN not having been listed in a timely way might be enough to render it invalid anyway.

Thanks for the advice so far. I guess to simplify my main request for advice:

I had a PCN attached to my car for parking on a single yellow line during CPZ hours. However after 36 hours there is no record of the PCN number - I just get "Those details do not match our records" when I put in the number on the payment website or "No details found for this criteria" on the view photos / challenge website page for Waltham Forest. I have triple checked the number is correct and so is the registration (it has the letter O in it, so have tried the number instead, lower case, space / no space etc).  I have video of me doing this 36 hours after the ticket.

On these grounds, can I just ignore the PCN and say that I tried to pay but it didn't exist?

If I cannot just do nothing and I need advice on the actual PCN contravention I will happily post the whole PCN.

My reason for hiding details is to my first point - if it wasn't listed on the website for me to view photos or even to pay after the 12 hours stated (and still after 36) does that invalidate the PCN anyway?

Should I be inputting the PCN on the website to check if it has now shown up, or would that then invalidate any claim that on that point?

Hi there,

I got a PCN for parking on a single yellow line outside my property at 08:06. The residents CPZ starts at 08:00 (I have a permit but no spaces within two streets of my house were available on the Sunday night, as is common, and my wife needed to load the car.)

When I went to the council website and put the PCN in nothing came up - I tried several times up to 48 hours after the ticket was issued, on both the link to challenge (view photos / video) and the link to pay, but nothing was found. I have video / screenshots of me doing this 36 hours after the PCN was issued)

I have two questions - one, since I have evidence that I tried to challenge / pay using the correct PCN 36 hours after the ticket should I just do nothing now? Presumably if I contact the council they may find the details, or if it has now been belatedly registered on the site am I liable?

If the advice is that I should try and check the PCN again / contact the council, can I contest this? I think since it's 6 minutes after the CPZ hours start and it was only observed for 1 minute I can legitimately say I was loading? However since I don't have access to photos or video I don't know if they were observing for longer, and the car wasn't moved until around 20 minutes later.

I know it says not to redact the PCN in this forum but I have done for now just in case the council are checking here and can use the PCN to add it to the website!  I can add if advised, hope that's OK.
