Hello, I just received a PCN for parking on a place where parking is free, but only for 2 hours. They claim to have observed from 13:28 to 16:01. I don’t remember exactly when I parked, but I went to check the evidence and there is only pictures taken around 16:00.

I managed to call them 3 days ago; maybe I was just calling outside of office hours the first time, but this time they picked up in under 15 minutes and they took the payment over the phone (around £3) and the lady on the phone was really nice. The payment is showing on my bank account.

My local hospital's car park is managed by a company called LPS (Local Parking Security). It works on ANPR and you are supposed to pay before leaving.
I forgot to pay so I left without paying (and the barrier is always open). I realised my mistake after a couple of minutes and went back in, tried typing my number plate, but the machine was showing "no charge required", as it was probably referring to my second parking session. There was no number to call on the machine so I had to find the hospital's security office where they told me I had to call the company responsible for the car park (LPS) to pay over the phone and suggested to keep holding on the line even if nobody answered.
I'm home now and I've been on hold with LPS for 1.5 hours at the time of this post; it's already more than the time my car has been parked in that car park, nobody is answering, what can I do?

This makes me think: what if (hypothetically) all machines accepting coins were not working (or saying "parking is free"), the pay-by-phone wasn't working, but the app was. Would you be expected to try all available options until you find one that works? Would it be reasonable to expect an elderly person to have to download an app?
What if none of the three options worked? Could you be excused to park there without paying or would you have to move the car anyway?

Well, I would think that argument is demolished the moment I step out of the car without paying, despite the number of payment options available and despite the fact they could all be ‘not working’

Everything I read there seems, essentially, intended to put Mr Murray-Smith "in his place". Is this an unbiased adjudication ? I don't think so. Absolutely nothing was said about being unable to pay to park before the pay-to-park hours commenced; a major omission, surely ?
I don't really agree with that. It very much opens the door for the fact that if highly relevant / contentious evidence is provided by means of a link and it's not considered, that could be a procedural impropriety.

What the decision doesn't show is that the adjudicator asked about the cash option and unfortunately jacoscar said that he doesn't carry cash so even if he'd been aware of that option, he wouldn't have used it anyway. Obviously I cannot coach people on what to say (or not say) when giving evidence.

What’s wrong with that? I cannot use cash if I don’t carry it around

Non-motoring legal advice / Denied a rental car for not holding an IDL

Today Goldcar in Madrid refused to give me the car I had booked because I didn’t have an international driving license.
I have an Italian passport, a UK driving licence and I have settled status in the UK. My passport doesn’t need to get stamped when I get in and out of the UK.
I rent cars in Spain regularly and I’ve never had a problem.
Today they first asked for the IDL (I barely know what it is) and then asked me to prove I hadn’t been in the EU for more than 6 months; they started looking for stamps in my passport (which obviously has none). Then they asked to see my plane tickets but eventually they got fed up and just stated they weren’t giving me the car (that I paid).

I contacted rentalcars and they sent me this:

Driving Licence
• When picking the car up, the main driver and any additional drivers will need to provide a full driving licence in their name.
• Digital driving licences will not be accepted.
• If you've had your driving licence renewed and it only shows the date it was renewed, you'll need to prove when it was originally issued.
• All drivers must have held their driving licence for at least 12 months.
• Drivers who have held a driving licence for less than 4 years will pay an additional charge of 7,96 € per day, up to a maximum of 96,00 € per rental.
• UK counterpart driving licences will only be accepted with a UK photocard licence
nternational Driving Permit
• International Driving Permit is required for all persons who hold a driving licence issued outside of the EU.

I would argue that my license, issued in 2019, was issued inside the EU.

Also, The DVLA guidance is that you don’t need a IDL to drive in the EU

I was left without a car (with a 1 and a 2 year old) and had to make other arrangements to reach my destination.

I would like them to at least refund me the price paid for the booking; where do I stand?
