Subject: Representation Against PCN HZ94378859 – Contravention 34J Being in a bus lane.
Dear Sir/Madam,
I am writing to formally challenge the above Penalty Charge Notice (PCN), issued for alleged contravention 34J at Wandsworth Bridge Road on 09.09.2025.
According to the PCN, the contravention occurred at 18:59:21, which is 39 seconds before 19:00:00, the time at which the restriction ceases. I respectfully submit that the camera or system clock may have been out of sync with the official time. Therefore, the alleged contravention may not have occurred within the restricted period.
This route forms part of my daily commute. I am very familiar with the times of the bus lane restrictions and take care to comply with them. As part of my routine, I always check the time on my bike’s clock before entering the lane to ensure that it is outside the restricted period. On the date in question, my bike clock indicated that the restriction had ended.
The Traffic Management Act 2004 and related regulations require that enforcement equipment be properly calibrated and accurately maintained. A discrepancy of even a few seconds can have a material effect on whether a contravention actually occurred. In this case, the PCN itself demonstrates that the alleged incident was recorded only moments before the restriction ended.
I therefore request the following:
Evidence of the camera’s calibration and certification of its time-stamp accuracy on the date of the alleged contravention.
Confirmation of the council’s policy regarding any grace period immediately before or after restrictions change.
Given the closeness of the time to the end of the restriction, the possibility of a timing error, and the fact that I took reasonable care to comply with the restrictions, I respectfully ask that the PCN be reviewed and cancelled.
