Civil penalty charge notices (Councils, TFL and so on) / Enfield, code 23 parked in a place not designated for class of vehicle, Church Street loading bay

Hi Chaps.
Elderly father (late 80s) left his vehicle in an area he later realised is a loading bay with restrictions, as seen in the linked images. Of-course he had not realised it was a loading bay else he would have parked anywhere else with his disabled blue badge.
Any assistance with the appeal appreciated.

My thoughts:
- There are no road markings to indicate this is a loading bay. Is this not a requirement?
- The only signage is a single sign (small) that covers the entire loading area so easily missed
