Hi everyone!  Thanks for the advice on this. I’ve just heard back from Newham council and common sense prevailed - they have cancelled the two additional penalty charge notices.

Use the formal representations form on Newham's website to make reps for each one cross-referencing the other two. They've given you the webcode plus the PCN number and VRM to do so.

Yes I have just done so, lets see what they come back with.

What contravention date and time was on the PCN that you paid ? Presumably this was found on your car ?

On the face of it, there seem to be some shenanigans going on, as it is difficult to think of any situation whereby a CEO serves a  PCN and another CEO comes along and serves another one within one minute, and then both PCNs go missing by the hand of person or persons unknown.

Your PCN is the last in the three which have first four numeric chars of 2331, indicating it is the same CEO.

I suggest you write a single letter, with the two NtOs and PCNs listed, and point out that you noticed a PCN on your car, number PN23314946 dated <date>, for <location>. You then realised you had not renewed your parking permit, so renewed the permit and paid the PCN discounted penalty on <date>. You are are therefore somewhat shocked to receive two Notices to Owner for another two PCNs (PCN Numbers> both served on the same day, with the times on the PCNs being one minute apart. You should also point out that no evidence of any kind is present on their website pages apart from very brief details of the PCN. You point out that all PCN relate to the original contravention, and request that the two NtOs be cancelle, as you have already paid the PCN you found on your car, and no other PCNs were on the car despite being served withim one or two minutes of the PCN you have paid.

This has all the hallmarks of a new CEO who maybe hasn't got much upstairs, or has been very badly trained. You must be prepared to take them to London Tribunals if they prove to be obdurate. It would be a no-brainer anyway.


Hi there, thanks for the reply. The contravention date and time for PCN PN23314946 was the same as the other two NTOs and yes PCN PN23314946 was found on my car, no other. I'll pen the letter as suggested.

Hi everyone,

I’m looking for some advice regarding multiple PCNs I’ve received in Newham, London.

I was issued a PCN for contravention code 30 after forgetting to renew my resident’s permit. That ticket was fair enough – PCN number PN23314946 – and I paid it straight away (see attached receipt) and renewed my permit. I thought that was the end of it, so I binned the original PCN.

However, today I received two separate “Notice to Owner” letters with two new PCN numbers:
•   PN23314935
•   PN23314924

Both are for the same contravention code as the original PCN, same date and at the same location, only one minute apart. Please see attached copies of these new PCNs.

This is the first time I’ve become aware of them. Only one PCN (PN23314946) was ever placed on my vehicle, and I paid that one immediately. There was nothing else on the car to suggest additional tickets had been issued.

My questions/observations are:
1.   Can the council issue three PCNs for the same contravention a minute apart?
2.   Should the CEO not have physically placed the additional tickets on my vehicle if they were being issued at the same time? My car never moved, so there was plenty of opportunity.
3.   When I check Newham’s website for evidence of the two new PCNs (PN23314935 and PN23314924), there’s nothing there. For the one I paid (PN23314946), photo evidence is available.

Location is Gower Road, E79NG.

How should I respond to these two new Notices to Owner?
