Thanks for the reply. I've emailed the Parking team at the council to find out what address they sent the PCN to.

My V5C would have been up to date at the time. It really is annoying and it would have been paid if received.

Hello,

I received a Notice of Enforcement from Newlyn yesterday (dated 2nd September) informing me of an outstanding debt totalling £280.

It references a Warrant of Control dated 30/07/2025 for non payment of a penalty charge.

The contravention date is the 14/10/2022.

This Notice of Enforcement is my first time hearing of the PCN.

I moved home in April 2023 to my current address, but I always update my logbook and insurance to the correct address.

I did change my licence plate shortly after moving, but again this was all logged with the DVLA and my insurer.

To add, but not entirely relevant, but i no longer own the vehicle as this was returned to Blackhorse in June 25.

Is there anything that can be done here to fight the charges? I have no issues with paying the original PCN amount because I have checked online and the offence did occur. However, it should not have taken them 3 years to find me.

Any advice is welcome.
