So, I was thinking of going with something like this:


Dear Sir/Madam,

I am writing to make representations against PCN xxxxxxxxx, issued on xxxxxxxxx for an alleged contravention on 29/08/2025 at Chobham Rd E15.

On this occasion my vehicle turned from Leytonstone Rd into Chobham Rd. There were no advance warning signs on the approach, and the prohibition signs on the planters only became visible once the turn was already being made.

This was a genuine mistake, and the first time anything like this has occurred. There was no inteiton to deliberately disregard the restriction, and steps will be taken to ensure this does not happen again.

In view of the the lack of advance warning signage and the circumstances, I would be grateful if the Council could exercise discretion and cancel this PCN.

Hi all,

A vehicle belonging to the registered keeper has received a PCN from Newham Council for contravention 52m – “Failing to comply with a prohibition on motor vehicles” at Chobham Rd / Leytonstone Rd E15.

PCN date: 29/08/2025

Contravention date: 20/08/2025

Location: Chobham Rd E15 (westbound)

Amount: £160 (£80 if paid in 14 days)

The council’s video evidence shows the vehicle driving through the restriction (between two planters where the “No motor vehicles” signs are mounted). However, the footage does not show the approach to the junction.

On checking the approach via Google Street View, there appear to be no advance warning signs. The only restriction signs are mounted on the planters themselves, visible only at the point of the turn and arguably too close to the junction to allow any driver to make an aborting or course-changing manoeuvre once committed.

Questions for advice:

Does the absence of advance warning signage provide strong grounds for appeal in cases like this?
Should the keeper submit an informal challenge now (before the 14-day discount expires) or hold off?
Is there anything in the PCN wording that should be checked for errors?
