Does this sound ok? From Resolvo. I found 'the keeper' a bit informal but the AI thinks is better.


To Whom It May Concern,
The registered keeper of the above vehicle writes to make formal representations against the Notice to Owner.
The vehicle was parked on 30 March 2026 in a designated estate permit bay within the keeper’s residential estate. The keeper has held a valid permit for this bay, issued by the council, for approximately 10 years and uses this space on a daily basis.
A valid permit was in place for the vehicle at the time. A current photograph of the permit, along with supporting evidence of entitlement, can be provided.The council’s photographs indicate that the permit was not visible at the time of inspection. While the keeper cannot confirm the exact circumstances at that moment, it is possible that the permit had been temporarily removed or displaced earlier that same morning.
Importantly, this was not a case of parking without authorisation. The vehicle was parked in a bay for which a valid permit was held at all times.The keeper has rented and used this bay continuously for around 10 years. This is a regular and authorised arrangement with the council, and the vehicle is routinely parked in this location in full compliance with the permit conditions.
The keeper also holds a valid Blue Badge. While it is understood that this does not replace the requirement to display a permit in this location, it further demonstrates that the vehicle was being used by an authorised individual with legitimate parking needs.
There has been no misuse of the bay and no attempt to avoid the rules. This appears to be an isolated and unintended situation.
No Penalty Charge Notice was observed on the vehicle at the time of the alleged contravention. The first correspondence received was the Notice to Owner.
As the vehicle is visible from the keeper’s residence, it is unlikely that a PCN remained on the vehicle for any significant period. It is therefore possible that it was removed before it could be seen, which prevented any earlier action from being taken.
Given that:
A valid permit was held at all times
The keeper is a long-term authorised user of the bay
There was no intentional contravention
The original PCN was not seen
The keeper respectfully asks that the council exercise its discretion and cancel this Penalty Charge Notice.
If cancellation is not considered appropriate, the keeper would be grateful if the discounted amount could be reinstated, given the circumstances and the lack of opportunity to respond at an earlier stage.
In light of the above, the keeper respectfully requests that this Penalty Charge Notice be cancelled.

Don't just cough-up, but submit representations that you are abroad, and when you departed, the permit was clearly visible on the car. State that you returned to the UK after the discount period had expired and request they re-offer the discount. Also state that you accept the permit is not showing in the CEO photos, so can only surmise that it had fallen down whilst you were away. Ask for discretion as a long-term permit holder.

I actually departed 2 weeks after the PCN was issued. But I never saw the issued PCN on the car.
I cleaned the car on that day so I can only assume I temporarily moved it.

Hi everyone. Today I received a PCN by post for a parking contravention dated 30 march 2026. This is for not displaying a valid permit while parking in estate permit only bay. I was parking in my own estate bay, which I rent from the council, I have a permit and it is valid. However in the photos of the parking attendant it is not showing and I may have removed it and replaced it on the same morning, I honestly cannot remember, but it is not there in the photos. However I never saw the yellow PCN, my kitchen window overlook the car, it really must have been removed straight away because I would have noticed, of this I am sure! So the first I hear of the charge is today when I receive a £160 fine as the two weeks discounted deadline has passed. I am currently abroad and I sent someone to take some photos. Some of the screenshots are from the Council website and the one that clearly show the permit is from today, taken by a friend. Is there any point in appealing, at least to pay the discounted amount? I have rented this bay for the past 10 years from Islington Council. The parking attendant (not a private company) knows my car. Anything I can do? I am infuriated.

Thank you @HC Andersen and mickR. So this is how I am going to challenge it, which is what you wrote with the extra remark about the turned sign from mickR'

I wish to challenge PCN [number] on the grounds that the alleged contravention did not occur. (Do I add this part?)

As can be seen, I parked in a parking place opposite 1-6 Tensing House. This is approx. 30m in length and is not sub-divided into individual spaces.

I was aware of the regular parking restrictions and from where I was parked I could see this large sign over the roofs of the cars parked ahead. It was uncovered and I had no reason to investigate further. I did not see the suspension sign which hung under the regular sign and which was obscured by car roofs, and anyway it appeared to be angled away from the suspended section.

When I found the PCN I investigated further and it was at this time that I saw the suspension sign which described the suspended area as follows:

 '2 parking spaces(10 metres) OPPOSITE 1-6 Tensing House'.

No attempt was made to include a diagram or map which would have been a relatively simple matter and I believe is common practice.

Presumably the council thinks that this description had a unique meaning of the first 10 metres (measured from the furthest point from the sign itself and nearest Tensing House) of a 30-metre parking place which does not contain any 'spaces'. In my opinion the wording is ambiguous and I should not be penalised for parking in these circumstances. 


I think your argument is as I drafted (I would, wouldn't I) plus mickR's point.

With respect, you're falling into the trap of now knowing what the sign was supposed to convey and then looking at the sign and circumstances. This is wrong. By way of analogy, some time ago I wrote some spoof regs about erecting direction signs, the main thrust of which was that these should never be located by anyone who knows where the places referred to are. It might seem odd, but it's not. Only people who don't know where somewhere is can decide how many signs are needed and where because anyone who does know cannot possibly see the issue from the perspective of someone who doesn't, for whom of course the signs are intended.

What would be the UNIQUE meaning of their suspension sign? IMO, there cannot be one, it's ambiguous to an uninformed person and therefore fails the legal test.

I went to see the area again and the bay starts exactly opposite 1-6 Tensing House. I think my argument would be about the length of suspension within the unmarked bay and the fact that, even if I read the sign, which was hidden by the other cars,  I would have had to make a judgment on the correct length of the suspension. To say '2 cars spaces' means nothing as it is possible to park two Smart, or 2 500 Fiat and not two SUVs in my opinion. To say 10m would be expecting people to go around with a measuring tape. Most people would not be able to eye judge the difference between 8, 9 or 10m. They should have placed some kind of mark on the suspended area.
What do you think?

Hi,
Tensing House is opposite and at the beginning of the bay, to be honest I did not check 1-6. It looked like a small block. I will go and check. The measurements with the rope where taken after, when i returned to the car. When I parked the bay had cars parked and I parked in the only free spot, it was early morning around 7am, and I looked at the sign but did not literally walk up to it and did not see the yellow one below because there were cars in front

I received a PCN for parking in a suspended bay.
I parked in a pay-and-display bay, with a Blue Badge. It  was early morning, there were  cars behind and in front of me, and I did not see the suspension sign that was low down the pole. The suspension wasn’t for the whole bay, but only for the first two car spaces (about 10m).
I was parked further down the bay, away from the start. To me it looks like I was just about the 10m, or two cars spaces. I tried to measure with a rope I had in the car, it came out either just before or just after the 10m mark, so I’m not sure.
On the council website there are no photos from the parking attendant to show where my car was in relation to the suspended section. I’ve already retrieved the PCN details online (I lost the paper ticket so I cannot post photos of it), but the system shows no evidence photos.
The contravention code is 21: Parked wholly or partly in a suspended bay or space.
My question is: if there’s no photographic evidence, and I was parked further down from the suspended section, how can the council prove it was within the 10m? Do I have grounds to challenge this?

HI all.
I've got a PCN from Islington Council for parking in a bay with a Blue Badge but unfortunately there was a Parking Suspension notice which I did not see.
I was planning to challenge the PCN as the the restriction was for a 10m section of the bay and I believe I was very near to that if not over but I lost the PCN and now I have no details so I can t challenge or pay at the discounted rate.
The council does not have a direct number for parking (there is one for the suspension) and I have seen that other councils specify that if you lose your ticket you have to wait 28 days for the letter and you cannot longer pay the discounted rate. I don't believe Islington Council is going to be any more lenient!
I am not sure how to proceed, whether to call/ write and hope that someone would get back to me with the PCN details a or wait for the 28 days and say I have never seen it previously.
Any advice appreciated!
