I would play dumb with the council and write in saying that they have not stated a sufficiently alleged contravention on the PCN but left you to guess which one applies especially as their cctv is from a side road and doesn't show a sign.

Don't expect them to cancel, to win you will have to risk the full penalty value at the tribunal and if you do challenge the council they do not have to offer the discount again. I think an adjudicator will find you did a u-turn because you did the very thing which the sign is clearly intended to prevent.

Only the vague PCN may save you.

Good to know there is a small chance of getting this overturned,
But I don't have the balls to go to full tribunal.
So I will probably just pay the discounted rate.

That's helpful and I can see how it could be interpreted that way. My argument was that I was making a right turn (my vehicle is small enough to enable me to make that turn) without the need to make  U turn first. I live close by and I see small vehicles and mopeds making that turn often.

Notwithstanding that the layout of the road is designed not to make right turns, shouldn't this be made explicit by the display of a no right turn sign?

Be helpful to see if others share your view and I will happily concede and pay the fine at its discounted amount.

Hi, as the registered keeper, I received a Penalty Charge Notice from Bexley Council (TFL) through the post today 24/10/2025. PCN XL9774108A. Notice attached.

The driver of the vehicle made a right turn from Upper Wickham Lane into Coton Street on 11/10/2025 at 15:11 in the afternoon.

A Mobile Camera Enforcement Vehicle parked on Coton Street took the photo and video evidence.

There is no signage on the road indicating that right turns are prohibited. There is a sign prohibiting U-turns. But the driver of the vehicle turned right. This is clearly shown on the photo and video evidence. See link.

Pictures from Google Maps clearly showing there is no signage for prohibited right turn. Only prohibited U-turn.

Please advise how this penalty charge can be appealed. Many thanks.

Although they've complied with PoFA, so telling them who was driving isn't particularly important, there's also little need to volunteer information that isn't relevant to your appeal. Just select Keeper.

The precise time that payment was made is probably not key to the appeal at this stage - you can prove a payment for the correct amount was made on the day in question. Bank Park's systems ought to have recorded when that was made in any event.

Thank you. I will make the appeal with the wording you have provided. A couple of points to clarify with you if I may:

1. Should I declare that I am the registered keeper and driver ? There is an option to choose either or both on their online appeal page.
2. I called my bank who verbally confirmed that the payment was made at 20:14. Unfortunately they are not able to provide me with written confirmation of this. Is it therefore worth mentioning this fact on the appeal wording ?

Hi, as the registered keeper, I received a Parking Charge Notice from Bank Park through the post yesterday 11/8/2025. Notice attached.

The driver of the vehicle visited the car park 1/8/2025 at 20:10 in the evening.

The driver entered their registration number on the pay machine for two hours parking. no physical ticket was issued. Proof of payment (from credit card) attached.

Around 22:15 the driver entered their vehicle to leave the car park. There was a short delay in leaving the car park as the vehicle developed a parking brake fault, whereby the vehicle's parking brake could not be disengaged. This necessitated the driver to completely turn off and lock the vehicle for a period of around 3 to 5 minutes. On unlocking and restarting the vehicle, the parking brake fault was cleared and the driver was able to exit the car park in the vehicle.

The vehicle exited the car park at 22:21.

The total parking duration was 2 hours 10 minutes 32 seconds.

Recent and actual pictures of parking signage have not been taken by the driver as the driver lives in London, and the car park was only visited for a weekend visit to Stoke during the weekend of 1/8/25. Google images (dated May 2024) of the car park are therefore attached, but may have since changed.

Please advise how this parking charge can be appealed.
