Hi all, this is my first post so please bear with me.

Two representations have already been made for this PCN. Both rejected. I am not including the PCN ref as the portal shows my personal email which for obvious reasons I cannot redact in real time, so to avoid others being able to view it online, I have posted screen shots instead.

I could see the first representation was rejected via tfl portal but did not receive any letter. I couldn't make sense of the tfl status updates following that point. Eventually received a letter containing a DVD (I live in a two-flat conversion and it was mistakenly collected by my neighbour) I submitted a second representation to outline that I cannot use the DVD and hadn't received written correspondence from TFL to confirm rejection. It is following this second challenge that I received both the NoR and a final letter to outline rejection.

I am now looking to make an appeal.

I have not had any further reply from tfl other than the documents pictured below. I have sent yet another request for accessible footage to be provided today. I am seeking support with detailing why my appeal should be considered (especially if late), please see both the drafts of text for the email body and appeal below. I have provided a time line for clarity also.

Dear Sir/Madam,

Please find attached my formal appeal regarding PCN GX26xxxxx issued by Transport for London.

I am appealing on the grounds that the penalty exceeds the amount applicable in the circumstances of the case, due to procedural impropriety, inaccessible evidence, and failure to properly serve the original Notice of Rejection (NoR).

Key points supporting my appeal include:

I never received the original NoR dated 9 July 2025.

The video evidence was only provided via DVD, which I was unable to view as I do not own a DVD player and the format is now largely obsolete.

The footage was misdelivered to a neighbour, causing further delay.

The timestamps on the photo evidence are inconsistent and do not clearly support the alleged contravention.

I submitted a second representation on 21 August 2025 requesting accessible footage and clarification but only received a further rejection letter dated 27 August, which was the first time I saw a copy of the original NoR.

The appeal could not be submitted online, as the London Tribunals site does not support TfL PCNs, and I only received the physical appeal form with the 27 August letter.

Due to these procedural failings and communication gaps, I respectfully request either cancellation of the PCN or reinstatement of the discounted £80 rate, along with provision of accessible evidence and proof of delivery for the original NoR.

I kindly ask the adjudicator to consider this appeal, including the delay, as reasonable under the circumstances. I have acted in good faith and attempted to appeal only a few days beyond the 28 days of the first clear rejection notice (27th August). A full written statement and timeline of events is attached for your reference. I will also refer to relevant case law (e.g., 225000538A, 2180479025, T1400362) at the hearing.
