Unfortunately I can't seem to access the video from redbridge council as it says I've now passed the 28 days statutory limit to make a representation.

I'm struggling to attach the letter here - not sure how to?

Hi all, I’ve just had my appeal rejected by Redbridge Council. They claim the CCTV shows my car stopping in the box and say I should have waited until the exit was clear. I now have the option of paying £80 within 14 days or taking it to London Tribunals (which could mean £160 if I lose). I want to know if there are any solid grounds to fight this. Has anyone successfully appealed one of these? Would really appreciate advice before I decide whether to pay the discount or risk tribunal. Please see letter attached.

Dear Sir/Madam,

I am writing to make formal representations against the issuance of Penalty Charge Notice AF20527842 issued on 24 July 2025, in relation to an alleged box junction contravention on Ilford Lane.

The PCN does not adequately identify the location of the alleged contravention. “Ilford Lane” is a long road with multiple yellow box junctions, many of which are monitored by cameras. The lack of any specific junction name or landmark means I am unable to confirm where the alleged offence took place, which has significantly hindered my ability to verify the circumstances or challenge the allegation effectively.

The legal requirement is that a PCN must clearly state the grounds on which the authority believes the penalty is payable, including where the contravention occurred. This must be conveyed with sufficient clarity and specificity. Simply naming a long road with multiple relevant locations does not meet that standard.

I therefore request that the PCN be cancelled on the basis that the location provided is vague and insufficient, preventing me from making an informed response.

Hi all

I received a PCN from Redbridge Council for an alleged contravention on 22/07/2025 at 12:39 on Ilford Lane. The notice says Code 31J – Entering and stopping in a box junction when prohibited.

From what I recall, there was moving traffic ahead and I believed I would clear the yellow box, but it seems the vehicle in front either stopped unexpectedly or traffic slowed more than I anticipated. As a result, I partially ended up stationary in the box.

I think there may have been roadworks further ahead but not sure. I’d really appreciate help checking if there's a possible angle to challenge this?

Also, I understand there's a discounted rate of £80 if paid within 14 days – should I just pay this or is it worth contesting?
