How's this:Dear Sir/Madam,I am writing to formally challenge the above Penalty Charge Notice issued to my vehicle on 23 July 2025 at Brookdale N11 on the grounds that I was not parking there. At the time of the alleged contravention (between 11:19 and 11:21), I had stopped briefly in order to assist an elderly passenger (friend) into their home. I was away from the vehicle for only a few minutes, solely to ensure their safe entry due to their limited mobility.This was not a case of leaving the vehicle unattended for personal convenience or errand. My purpose was purely assisting a vulnerable person, which is widely regarded as a legitimate reason for short stops, even during restricted hours.The Civil Enforcement Officer observed the vehicle for only two minutes, from 11:19 to 11:21. This very short duration falls under de minimis considerations, especially when no obstruction or hazard was caused. The action was completed as swiftly as possible with the aim of complying with the parking restriction. I am happy to produce the following Evidence Upon Request: • A signed statement from the elderly resident confirming I was assisting them. • GPS or phone records showing my brief presence at the address. • Any other supporting documentation if required.There is string case law supporting my defence.
