Civil penalty charge notices (Councils, TFL and so on) / £2000 worth of tickets but car already released to Tower Hamlets Council - help!

Hi everyone,
I was away from London, my Resident's Permit with the Council expired in that time. I come back to find my car had been impounded. To get it back, I would have to pay the impound fee as well as all outstanding PCNs. I had no idea how many there are on the car because the car was taken.
They said if I release the car, that will cover all liabilities.
So I released it; I gave them the keys and the V5C. I signed a contract; I have proof.
Now I am receiving letters from Tower Hamlets Council demanding payment for 8 different PCNs from the same contravention!
It totals £2000!
