Civil penalty charge notices (Councils, TFL and so on) / PCN from Lewisham code 53J

I as understand from the sign, the Enforcement period is from Monday-Thursday 8:30-9:15am and 3:15-4:00pm Friday 8:30-9:15am and 2:15-3:00pm. The 14/09/2023 was on the Thursday and the time was 14:44. Am I right to think that I could drive through?
Any help how to make a representation, please?
