Well, after receiving the letter saying saying "it is the responsibility of the motorist to ensure a valid pay and display is displayed.....and I must pay"

I received an email saying the PCN has been cancelled...

I suppose this is the end of the matter (and hope they don't send a ntk to the owner of the car, the hire company, as this would complicate things)

The carpark was a typical old style pay and display, I wrongly assumed that because I had to enter car reg the system was electronic (like Ringo), so I  didn't expect or see the issued ticket...


The car was a hire car

Whilst on holiday we parked in a council carpark in the Scottish Highlands.

It was clearly marked pay and display.

I had to enter car registration as part of ticket buying process, and because of this I wrongly assumed the system worked similar to "Ringo", ie all done electronically.

So I paid by cc and walked away from the machine, not taking or seeing a ticket, and not giving the matter a second thought, until I came back and I had a ticket. £100, or £50 if I paid promptly.

I wrote to Stirling Council, showing the £4 payment on Credit card statement.

They came back saying the offence I committed was not displaying a ticket, not, not buying a ticket and must pay (£50)

In this respect they are correct, but I do feel somewhat hard done by, as they are essentially exploiting £50 from me as I had paid to park in their carpark

I'm sure similar situations have occurred before - is there any point in objecting further, or do I just pay and feel bitter about it.

Living in Surrey it would not be viable to travel back to Stirling for any type of arbitration....

Does the PCN need to be signed where it says signature...?

Any guidance gratefully received.
