Civil penalty charge notices (Councils, TFL and so on) / ULEZ PCN

Hi
I live on south coast. I went to see friends in Carshalton Beeches not knowing it was even in London, thinking it was in Surrey. I had no idea it was in a ULEZ zone until fine twice or £180 for staying overnight.
I did not see any ULEZ signs on the Brighton Road where the ULEZ cameras took the picture.
I since hunted down the signs using https://www.garage.co.uk/ulez-camera-locations and Google Street View.
These signs have no drawings of Cameras on them nor do they say anything about having to pay anything.
I simply didn't register the signs.
Are they even legal?
Gov legistaltion said that in 2016 ULEZ signs needed to have camera drawings on them https://www.legislation.gov.uk/uksi/2016/362/part/1
There was been subsequent sign designs at GT50/139/0183 and these were the ones that I passed - but they didn't stand out - I did not register them.
What can I do? Are they legal.
The whole thing stinks and I'm willing to make a stand.
