Hi there,

Thanks for taking a look at this!

Can I ask what the other case was on the register or if there's a way I can find out myself?

I've attached a couple of screenshots of where the sign was compared to where I was parked. The Google maps image shows in red where the sign was and where I had parked, as well as the route I took to walk to the leisure centre. I saw a friend walking into the centre and met them halfway, which is why I took this route rather than a b line from where I parked, so from that I hadn't seen any signs unfortunately.

It's all a bit frustrating considering I have proof I was only there for around 30 mins, and it would seem ridiculous to pay so much for an easy mistake.  :-\

Hi all,

Little back story, I parked at Hanworth Airparks Leisure Centre (GSV below) on 05/06/2025 and was there from 09:37-10:02 but didn't realise you had to pay/register for parking on the PayByPhone app. At this location, you're allowed one free parking sessions per day for up to 4 hours, so in this case contravention didn't occur. When I got back to my car, I saw the PCN, then realised that you needed to register (I didn't see any PayByPhone signs around where I had parked). Unfortunately I've already made the initial appeal to the council which of course has been rejected.

I have the exact time I was parked since I use Google Maps and allow it to track where I go, so I have the timeline of when I left home, arrived to location, etc, I provided this screenshot in my appeal. However, as the appeal was rejected I'm not sure if this is worth waiting for the Notice to Owner form or what the likelihood is that I can get this overturned.

I've included my appeal below with the screenshots (I do apologise it's not formally written with the template and cases usually advised), as well as their response and the PCN.

Any help/advice would be truly appreciated. Thanks so much in advance and please do let me know if more info is needed.

Your Notes:
Hi there, I hope you're well.

I am looking to appeal this PCN as I believe this has been unfairly issued. Please see the following attachments that display screenshots of the duration I was at Hanworth Leisure Centre for on 05/06/2025, what the cost would have been for the parking, and another screenshot that mentions free parking at this centre/car park. The first screenshot I would like to mention is from the PayByPhone app which mentions at the bottom of the screenshot that the parking limit is up to 4 hours in between the hours of 08:30-16:30, and that you are allowed one free parking session per day at this location.

Following from the above, the second screenshot shows my use of Google Maps which I have track my timeline. This demonstrates my time at Hanworth Leisure Centre to have only been just over 30 minutes, before I got back in my car and left. This is well below the 4 hours maximum limit, and also within the one free parking session per day. In addition to this, after getting back in my car having received the parking ticket, I immediately went on the PayByPhone app and to check how much payment would be for the parking, and saw that there would have been no cost since this would have been my one and only session/visit to the centre.

Furthermore, I would like to point out the in the images taken by the ticket officer does not demonstrate any signs near where I had parked. After looking around when I received my ticket, I had only then spotted one sign which was first of all small and second of all not near or conveniently situated where I had parked. After going home and looking on Google street view, I can still stand by the fact that there are hardly any signs for such a big car park. However, I did end up seeing from Google street view that there is a sign upon driving in, however I think this is unfairly positioned, since I had been driving into a car park where there was a big coach in front of me, I was concentrating more on making sure I was driving carefully around the cars and the coach that was carrying school children and ultimately missed this sign.

To conclude, I would very much appreciate if this PCN could be reconsidered for the following reasons. The Google Maps tracking that proves I was only there for 30 minutes, which is way below the 4 hours maximum limit. This Google Maps screenshot and the screenshot I took from the PayByPhone app (where I wanted to see how much parking would have costed me, but payment was £0.00 as this was the first session/visit) also proves that I only visited once which is also within the one free parking session per day. Lastly as mentioned, from the images the ticket officer has taken, I think this displays how there were no signs around where I had parked to make it clear to me that I had to register my car, which even if I registered, there would be no payment anyway since this is my first visit within all the limits. I really really do hope you are able to reconsider this PCN due to all the reasons above, I do believe this is unfair to issue this on this case where I haven't overstayed any limit.

Did anything come from this? I'm pretty much in the same boat, just had my initial appeal rejected by the council.

Thanks in advance!
