I parked at Dartmouth Park Hill, initially tried to pay for parking by calling the phone number advertised on the parking sign (see attached phone call log). After I registerd then reentered my phone number, I was then asked enter to enter "my pin" or the last 4 digit of my card number which I used “last time” to “fast track, however I had never received a PIN (see attached text screenshot) nor have I ever paid for any parking via Ringo so the last 4 digits of card wouldn't work. I then tried to pay by app as advised by the automated telephone system, I had difficulties logging into the app because of incorrect login details, and when I eventually got through, I selected my intended parking duration (2 hours max as advertised), but I could not progress onto the payment screen after multiple attempts.
I spotted one of the council's parking enforcement officers when I was looking for a parking space, so I suspected they must be roaming around the area, so I left my car unattended to find one of them to get help (a mistake here in hindsight). I eventually bumped into one of them at around 12.40-12.45, I showed her my phone/Ringo app proving that I have been trying to pay but just couldn't. She advised me she had already just issued a ticket, but nevertheless advised me to get in touch with the council who could radio her to confirm I had indeed shown her proof of payment attempts. I phoned the council and was put through to “parking enforcement,” which turned out to be PCN adviceline/“customer service” who have no authority to do anything about this ticket. I was then asked to challenge the PCN online which was what I did. I later subsequently reattempted paying via Ringo and managed to do so successfully later on in the afternoon (another mistake here in hindsight).
I have now received the council's rejection of my challenge yesterday afternoon.
Any thoughts/advice on options would be much appreciated! Thanks a lot in advance!!
