This is a formal representation against the above PCN, made by myself as the driver of the vehicle. Firstly, due to being on holiday in late August/early September, I was unaware this PCN had been issued until I returned home, by which time the 14 day discount penalty charge had expired. With regards to the contravention itself, while I accept that based on the evidence I did indeed drive through the clean air zone, I wish to state that this was a completely innocent mistake. I am fully aware of the clean air zone and that a charge is payable for non-compliant vehicles and would not knowingly drive such a vehicle through the zone and not pay the charge. Indeed I have mistakenly driven into the zone before, realised immediately and paid the charge. However, on this occasion I genuinely had not realised I had done so until receiving the PCN. Had I realised, I would have paid the daily charge immediately as I had done before. As I also drive a vehicle which is exempt from any charges, and having driven on the roads within the zones for many years, I believe it is very easy to drive through it without realising. I would please ask that the penalty is cancelled and payment of the daily charge made, or at the very least given the opportunity to pay the original discounted penalty charge. Thank you.

I returned from holiday yesterday and discovered among all the mail a PCN from Sheffield City Council, dated 21 August, for contravention code 17 (using a vehicle within a Clean Air Zone without paying the charge). It demands payment of the £10 charge plus £120 or £60 within 14 days of notice served. Apparently, I drove through it on 29 July, but was completely oblivious I had done until opening the PCN yesterday, otherwise I would have paid the charge straight away. The 14 days have already passed by the time I was able to open the PCN so I apparently now owe £130 instead of £70 I would have done a few days ago. Not sure if there's anything I can do as I think that really is a lot for a genuinely innocent mistake.
