Firstly I just want to say thank you for all of your advice, it means a lot.

Usually I will be parked at the location for 10am as I tend to take my grandson to school first but yesterday I didn’t have to and automatically out of habit I must have thought it was 10am so unfortunately I didn’t think twice.

Yes I am the registered keeper of the vehicle.

There was no spaces free in the disabled bay so had to park on double yellows.

I didn’t see any loading restrictions. I park there almost every day around the same time and have never got a fine.

The clock was displayed and was showing 10:00. I’m aware that the time was wrong by 40 minutes but that’s just me accidentally not displaying the correct time. Unless that’s why they’ve given me a ticket because of the clock?!

Good morning,
I received a PCN yesterday for parking in a restricted street during prescribed hours at Powis St, SE18. I was parked on double yellow lines with my blue badge displayed correctly. The signage states Disabled Bagde holders only Mon-Fri 10am - 4:30pm. I received the PCN at 9:18am. My understanding was that in such zones blue badge holders were exempt from these restrictions and upon searching online I’m finding the same thing. I found a document on the Royal Borough of Greenwich website which states all the streets that meet the traffic sensitive criteria and Powis Street is shown as morning restrictions time 7:30am - 9:30am and afternoon 4pm - 6:30pm. The restriction times on this document are slightly different to the road signage.

Can someone please advise if I’m in the wrong at understanding the signage and I should just pay the PCN or if I have a case to appeal it?
