Driver spoke to receptionist -  they are able to  provide swimming lesson history and car reg signing in system.What does “the trustees as HC mentions.” mean?

Thank you for your reply. Yes, the signage does inform users they mustregister. The driver on this occasion had forgottento register unfortunately.And yes, the driver selected registered keeperwhen the appeal was made, would that pose anissue?

On 15.07.23, driver took their sibling to this location for their 17:00 swimming lesson. Driver parked in disabled bay with blue badge displayed. Driver had forgotten to enter car reg details onto the system before leaving the car park. On 26.07.23, driver received PCN via post.Driver appealed to ECP with image of blue badge and swimming lesson receipt included but has been rejected, requiring to now pay £20 admin fee instead of initial £100 fee.
