We were out late and got back then. There were no permit bays available, that is where I usually park. So left it on the single yellow with the intention to move it later in the morning.

What is the actual date of the NOR? Did you receive it by post? If so, when? Did they send you a copy first by e mail? These are important questions and you need to keep a very close eye on the discount expiry date on the website. PM sent. What did you write to them?

Email first then postal letter. Same letter came through the post that was sent via email. Both dated 15/12/2025. Letter arrived on 19/12 through post.

I wrote that the contravention did not occur and had they shown the whole
Video they’d see that I stopped and then reversed back and went another route.

I’m not sure I follow? What dates are you referring to?

This is what mine says:

“The amount outstanding on the PCN is £160.00, and will increase to £240.00 on Thu, 1 Jan 2026. However, this PCN currently has an offer, meaning you can pay at a reduced rate of £80.00. This offer expires on Wed, 31 Dec 2025. Please pay £80.00 now.”

These dates are all over the place. NOR was issued on 15/12/25 so how can it increase to £240 on 1st Jan 26? Is this what you’re referring to?

Sadly once you've gone past the signs the contravention is solid and the tribunal can't apply mitigation - only Hackney can and they want your cash.

Another issue is the signage as signs are set well back but you were coming at this head on. I'll check the register for other cases. 

If you do take it to the tribunal there is a chance they won't contest but slim with this council.

I'm not aware of paperwork/website issues with Hackney but if you post the PCN we can have a look.



How on earth is that legal or fair? The restriction is in place to prevent cars driving THROUGH the street during school start/finish hours. Just because I’ve driven slightly passed the street doesn’t mean I’ve contravened? Makes no sense

Hi everyone,

I was in a hired vehicle when I nearly drove into a school street. I literally passed the sign a little and realised it’s restricted at that time and stopped immediately. I then reversed back and took another route. Sadly, I still received a PCN. Hackney very cheekily showed the video of the alledge contravention but cut off the video showing I reverse back. The video shows me driving into the road and stopping just after the sign. They then sadly cut off the video. In my appeal I stated I didn’t drive into the street and that the full video should show this to be the case. They still rejected my appeal and issued the below NOR.

The person to whom the vehicle has been supplied under contract with Motobility is the registered keeper and would hold the V5C.

Yes. Like I originally stated. It’s my blue badge and my motability vehicle under my name

Who is the registered keeper of the vehicle and are their DVLA details current?

I ask because this is the next stage in the process and they've rejected your informal(not formal) reps therefore it's the who rather than the what which needs to be identified and factored in to identifying your next steps.

It’s a motability vehicle. I’m not sure?

What time was the clock set to - the picture isn't good enough to see.

We've had some battles with councils on this - their statement that 'this does not mean your time of stay can be extended when the restricted hours are not in force' is ludicrous in my view.

As you've missed the discount, £160 is now demanded so you should wait for the NTO.

Thank you everyone. I only took a screenshot of the appeal when I submitted it so full appeal writing wasn’t captured sadly. But below is the chunk of my appeal:

“I am writing to formally challenge the above Parking Charge Notice (PCN). I believe this charge has been issued incorrectly. My Blue Badge was correctly displayed and set to 5:00 a.m. However, parking restrictions in this area do not begin until 8:30 a.m. As Blue Badge holders are permitted to park on single yellow Lines for up to three hours, the allowed parking period should be calculated from 8:30 a.m., meaning my valid parking time extended until 11:30 a.m.
When I returned to my vehicle at 11:00 a.m., I found that a PCN had been issued at 10:28 a.m. This demonstrates that the notice was issued before the permitted parking period had expired. I have attached photographs of the signage and parking information, with times…. “

Good evening everyone. I parked with my blue badge at 0500 on a single yellow line. However, at that time there were no restrictions as they came into affect at 0830. I imagined the 3 hours would commence once from when the restrictions begin, 0830. Sadly when I came to the vehicle at 1100, I had been issued a PCN. I appealed to TH about this stating the above but they rejected my appeal. Here is the rejection letter:

I want to know if I have a case and can I get this won at LT if they rejected my formal appeal also.

Thank you for your help. The badge is mine as well as the car which is from motability.
