Civil penalty charge notices (Councils, TFL and so on) / PCN - Charlton Road J/W D'Arcy DR HA3 - Driving through central reservation

Hello - i have tried to look at other forums matching this famous spot but haven't found out if there is a valid response that works against this particular PCN.
On this road, there are bollards on either side of the road which are really narrow and between them is a very appealing and large central reservation. I didnt want to drive through the bollards to protect my alloys, the rears have spacers on them but i doubt the council would care.

The question is, what can anyone say here to get the PCN retracted?
