Hi All

I recently received a PCN in the post for driving through a School Street during its restricted hours. After reviewing the footage, I realised the mistake was mine — I hadn’t read the sign properly.

The sign was no vehicles between 8.30- 9.30am and 3-4pm, Monday – Friday.

I entered the restricted area on Tuesday 3rd of June at 3:53 PM, just seven minutes before the restriction ended at 4:00 PM.

I’m wondering:
• Is there a realistic chance of appealing this ticket successfully?
• If so, what grounds could I use for the appeal?

I’m not contesting that I drove through during the restriction, but I feel it was an honest mistake, and the timing was very close to the restriction lifting.

There are no signs on google street view as the signs have only been put up not long ago and google has not updated there maps yet.

If Newham claim that you didn't move the car then would they not have to demonstrate this with two photos of the same wheel in the same position with suitable timestamps?
I checked the PCN photos and there are two, but they show different wheel positions, so can this be used to evidence that the contravention simply didn't occur?

This information is correct. I would appreciate guidance on how to go about to present this point as part of my appeal, what would be the next steps? given that I am already at this advanced stage of the appeal process?

I am in a bit of a mess and have been advised by a friend to ask for advice on this forum.

on the 01/11/2024 I received a ticket for parking my car in a 30 minute bay for longer than the allowed time. The bay allows 30 minutes parking, no return within an hour. I had first parked there around 1pm, and then I moved the car and parked there again a couple hours later as I could not find parking on my own road. The PCN I received has an observation time of 13:49, and the PCN was issue at 15:36. I had parked there again the second day, at which point my car got another PCN and got towed. I have paid that PCN and the related release fees because I needed my car back. I had an issue with the first PCN that this post is about.

Initially I was advised by a friend go through a company called WPYP (WePayYourPCN.com). I paid them around 50 quid for their services. What they have done so far:

• I sent them the PCN I received along with my reasonings. This was the initial email I sent them:

  I am reaching out regarding a recent PCN and associated fees I incurred on 01/11/2024 and 02/11/2024 in Newham.
  
  At the time I parked, the line markings were unclear and partially obscured by another vehicle, making it difficult to identify any restrictions. • They sent an informal and formal appeal on my behalf. I am not exactly sure whet they wrote to be honest.

    At this point I got a bit nervous as they said that as the email said that Warrant of Control granted and they were not responding to my emails. I filled out the TE7 and TE9 forms myself on advice of another friend. I am not sure what will be the outcome.
    
    Is this standard procedure or is there something else I need to do? I know I probably should have sorted this out myself but personal circumstances meant that I could not.
