You don't have any other options in the enforcement process, but several appeals have recently been won at London Tribunals on technical issues within the enforcement process. These are unrelated to the actual contravention, and based on council mismanagement of the enforcement process. However, I haven't seen Croydon in any of these yet.
Rather than cough=up straightaway, you could submit some reps based on your narrative, emphasising that your mind was disturbed at the time due to your wife's medical issue. Usually these just get a Fob-Off letter, but they do at least give us more time to investigate the 'technical' appeal aspect. If you submit your reps within the discount period, they will usually re-offer the discount when rejecting them.
Thank you. I did submit my rep explaining everything as best I can while also supplying all proofs from gp/hospital. But I do have one question: That last sentence means they will hold the amount due inc discount or in full(160)?
