It was my address on the v5 at that time, I havent moved for the last 4 years, and had the car for the last 3.

There is no date or address on the 'Notice of intention to remove your belongings' as it was delivered by hand by the enforcement agent.

My car is usually parked right outside the house.

See attached, I've now got in touch and found out its a parking ticket, which having seen the picture of my car and where it is, I am not disputing the original PCN, however I am disputing having ever received the PCN. In the picture it was clipped under my windscreen wiper, but I never received this, and there have been no subsequent letters.

I have only had this car since being in the house so unlikely to be an issue with V5 or old address. However ever since being in the house for the last 4 years, missing mail seems to be a common issue. It is not the first time, that we have been told post has been sent and we have not received it. Perhaps this is another issue entirely that I may need to raise with Royal Mail.

I just had an enforcement agent turn up at my house from Marstons Recovery, I was not there at the time, so handing my housemate a letter, which states "notice of intention to remove your belongings".

Apparently I owe £515 for something to Westminister City Council, I have no idea what for, I assume a parking ticket, but I have no recollection of receiving one. The enforcement agent now won't pick up the phone in order to get any more details.

What can I do at this point? I have fairly bad ADHD, and things often slip my mind, but I can definitely say I have not received any letters or notices about a debt to WCC before this point.
