If the retail park management can't get it cancelled, then it is most likely going to go all the way to a county court claim which will have a very good chance of being successful, most likely due to the claim either being struck out or discontinued.

Thank you so much. Thanks to you. The PCN got cancelled by the property management agents!

Registered keeper checked with the store staff who said that the parking limits changed from 3 hours to 2 hours in February. There are no signs for material changes inside the retail park or the entrances.

Additionally there are no signs of time limit at the entrance as well. Photos attached,

How does the keeper establish when the time limit was changed, is there any way?

Keeper has found the managing agent and have escalated them to resolve. Waiting for a final response back from the property agent.

Finally; if the keeper goes all the way to fight it, is it likely that the keeper will win the case? Keeper also has legal insurance if need be.

Anyway to challenge or get a successful appeal outcome for this? Parking limit was for 120 minutes, generally 10 minutes extra is allowed, in total the vehicle was for 130 minutes and 22 seconds.

This is after valid purchases were made and no abuse of parking land. Driver went back to store manager from where driver made purchases, store manager was not helpful. Driver just did not realise that the time limit in the same parking had changed to 2 hours in February from 3 hours before February. So kept shopping. Multiple receipts attached to show the shopping made by the driver
