I am sorry for the confusion... So I have already paid for Bailiffs yesterday, there is nothing I can do I suppose? Is there still any chance I can get bailiff fee refunded?


Anyway, for the bailiffs, the only avenue open to you to get the matter reverted to the PCN stage is to submit an Out-of-Time Statutory Declaration, using Forms PE2 and PE3, which can be downloaded from the Traffic Enforcement Centre website. Advice is to pay the bailiffs to freeze liability, as acceptance of an OOT SD means bailiff fees become refundable, (but not the PCN penalty).

hi sir thanks for your kind assistance, my sincere apologize...I have been so overwelmoned with numerous PCNs and bailiffs etc, it just drives me crazy. I did try to post just one PCN per time, so sorry for confusion again.

So for this driveway / yellow double line from Brent council (PCN BT24279827 ), they have rejected my informal challenge and offered discount rate..So like the other person have suggested I might just have to pay this at discounted rate now?

The PCN reads location OPP HOUSE NO 24 on Carlyon road ( it is outside number 7), I was just dropping something to my parents and left it was always ok to park there but the council has added a pole outside on the pathway where there are officers frequently checking now..

Council PCNs seems exteremly difficult to be cancelled I know... maybe I should just pay up as well to avoid further action.

Who was driving is irrelevant. All legal responsibility for PCNs lies with the owner as recorded on the V5C Registration Certificate for the vehicle

hi I have stated that there are young children with me, and there was sudden need for the children to use the bathroom and hence we overstayed without realizing the time. It was 90mins free parking and we have stayed 20mins extra I believe..

I have not received claim form from CNBC yet...

What precisely did you say in your "challenges"?

Show us the original (not any reminder or useless debt recovery letter) Notice to Keeper (NtK) you received.

That Letter of Claim (LoC) is dated January 16th which meant you had until 15th February to respond, after which they can issue a court claim any time without further notice. Have you received an N1SDT Claim Form from the CNBC yet?

'hi So sorry for confusing, so for Brent council I have PCN BT24279827 notice code62, this is most recent one on FEB 2025 and just been refused for first appeal...

and for Bailiff / warrant it is for this one.

The letters were all addressed to my old name not my current new name, will it still be in ccj or other record that comes back to me still?

I also have bailiff letters but on council websites it allows me to pay less amount can I do that and the bailif will stop? kindly advise...

hi there I do sincerely apologize, I am new on the forum... I have lost letter for 06/12/2024 for the rejected represetion which probably had the code for London tribunal. the letter is in my old name can I maybe at least ask BRENT council to amend to my correct name now, and perhaps reduce it a bit? Or I should just pay up... thanks again so very much

so I got the yellow envelope PCN from brent council, basically just a quick stop at yellow double line (no more than few mins to unload something quickly at the house, which is where my parents live). So it is basically new double lines they have added in front of their driveway (which wasn;t there at all, so I was not paying attention.

I have received notice to keeper, this happened in february so I made challenge and the council reset the discount pay time (which I think means there is a good chance maybe I can appeal this successfully but not sure how exactly? any advise will be very appreciated

So I have put in information as below, not the best one I know...

(Dear sir/madam, I would like to challenge the PCN BT24279827. I am the registered keeper but not the driver at the time. The driver has advised that it was stopped for just briefly to unload something quickly to the property beside the yellow line. We have been visiting family member in the address for more nearly 10 years and the yellow line was never there. There was no sign or notice to road users so it was very confusing. The yellow double line was only in place very recently and also the PCN has not stated exact location. The driver is no longer in the country unfortunately. But we have knowledged the new change in the neighborhood now and therefore will be very alerted next time. We will appreciate if you can kindly cancel the PCN or advise how this should be taken to further action. Many thanks again. best,

. The PCN had not been addressed to the driver on scene, which was not myself on the day. It didn't has the accurate location which made it invalid. The note stated that the civil enforcement officer B1366 observed and believed that a penalty charge is payable. I will appreciate if you can kindly cancel the PCN. If not please kindly advise the POPLA appeal / complain procesure. many thanks again for your kind assistance.

Did you receive the Notice of Rejection of your representations in December?  If so, that ought to have included the code for appealing to London Tribunals plus details of the various deadlines you need to adhere to.

I have a PCN with code 31  from brent council. this is for Mount pleasant/ sunleigh road yellow box junction in ALPERTON, BRENT, I have appealed and got rejected, council has passed the debt to Newlyn PLC now. f

I have attached the charge certificate , the offense is on 22/08/2024 and the charge certificate is dated on 13/01/2025. @cp8759 I will really appreciate if you can kindly look into this and advise if there is anything that can be done or I should just pay up?

The name on the PCN is my old name, should I maybe approach council to get it amended and maybe reduce the penalty?

The video footgage is very unclear, So the vehicle entered already but got two wheels still in the yellow box junction for a short 5 seconds... They have rejected all my appeals and after sending charge certificate they passed to NEWLYN debt

The name on the PCN doesn't match my current V5C letter, ( my name has changed slightly so I want to know if there is any ground I can still appeal or anything I can do but to pay up?   will CCJ be ported to my new name if I dont pay...? many thanks in advance.

Dear sir/madam, I would like to appeal for the PCN. The video is not clear at all and I don't think it is efficient evidence of allegation. I have made formal appeal that there was unfair procesure mistake. I had not been asked for providing drivers details but sent the penalty straight away. Secondly, there was no clear sign or signature notice that CCTV is in operation for the yellow box junction. I have also requested the code for London tribunal and not received it. I will also appreciate if you can kindly provide certificate for the CCTV device in use and that it meets the legal standard. Lastly, I will appreciate that the unjustice PCN can be cancelled. received BW LEGAL LETTER OF CLAIM on behalf of PARKING PATROL OFFICE wembley stadium overstay PCN

the incident was in march 2024. parkign patrol office and wembley stadium retail park didn't respond to my penalty challenges.

NOW I got this BW LEGAL letter of claim... shall I just ignore and wait for the court order to proceed next>? thanks

got same letter from Debt recovery plus, for APCOA heathrow airport.

so my husband dropped off on 30th december 2024 i have forgot to pay (first time), but managed to pay 6th Jan before the PCN was issued. anyway have not heard anything back from heathrow or APCOA, then I got this debt recovery plus letter...

any advise will be appreciated, many thanks

Hi all

The Ntk received a letter through the post for Debt Recovery after it seems they hadn’t appealed this particular charge.

They did appeal 3 PCNs for this using the standard airport APCOA appeal (all of which were successful) however seems this was missed.

Any advise on how to approach this? Doesn’t seem to give option to appeal? wouldn’t  want to get a CCJ or for this to have a negative impact so would appreciate advice.

We only deal with the private ones on this forum. You can post your questions about the council ones here:

As for the two private ones you have received, I suggest you create separate thread for each one as they are both different companies. One thing is sure, you will not be paying either of them if you follow the advice.

I suggest you use this thread for the APCOA one and start a new one for the other.

We will need to see the original Parking Charge Notices (PCNs) you received, redacting only your personal details, the PCN number and the VRM of the vehicle. Make sure you leave everything else visible, especially all dates and times.

Also, we will need to see exactly what you put in your appeals.
