CPM upheld my penalty charge ("...as a gesture of goodwill...") thanks completely to your amazing advice.


Made the data usage complaint to the DVLA too.
Tempted to write to Crystal Palace Parking Trust now to show them what a con CPM are.

Not yet - I misinterpreted the advice and thought I was waiting until May 12th for that too.
Happy to send that off tomorrow morning.

I asked a couple of messages back whether it would be worth me going to the location to photograph signage in any hope that that might not be correct too - is there any value in me doing this?

Here's my request email:

I requested they cancel the PCN, on the basis that I had paid for 3 hours of parking; kids needed the toilet; 30 minute grace period on their website, and so being fined £100 for what was effectively a 3 minute overstay feels excessive, particularly given the car park wasn't even half full on arrival and at departure.


Crystal Palace Trust's response:

Thanks for getting in touch. Unfortunately we aren’t able to cancel PCNs on request, an appeal would need to be made to UK CPM through their official appeal channels which are set out on the PCN letter, if you believe that the PCN has been issued incorrectly. As a note, the grace period is valid when a driver enters and exits within 30 minutes, and is in place so that pick-ups and drop offs can be made without payment – it does not allow for an additional 30 minutes on top of the total time stayed.

As expected, Crystal Palace Park Trust (landowner) have rejected the request to cancel the PCN.

The waiting until May the 12th to respond I'm assuming is in order to skip the step of appealing to CPM and having that extra step of communication and admin with them through an appeal?

And in the meantime, would it be helpful to visit the site and take photos of the signage etc, just for the potential for extra evidence of contraventions on CPM's behalf, further bolstering the defendant's case should it go to county court?

You, Sir or Madam, are a gentle(wo)man, a scholar, and an absolute beast at this game!
I really appreciate the time you take time to read through this, and so many other posts here, and provide detailed responses with action plan.
The best part of receiving yet another scam-artist parking "invoice" was reading through your responses - no joke.

I will update the thread with any news as I go along.
In the meantime, if you have a buymecoffee account or anything similar, please let me know so that I can at least make a small gesture of appreciatin back for the stress you have saved me!

Hi all

New to the forum, and very relieved to have found you given the near heart attack I had realising Pepipoo had shut down!

I, the Keeper, have just received a PCN from CPM for parking for 3hrs 37 mins (overstay of 37 mins), caught by ANPR cameras entering the car park at 10:16, and leaving the car park at 13:53.
The driver bought 3 hours worth of parking from 10:20 to 13:20, and can provide this if and when needed.

Obviously they overstayed by accident - they were solo-parenting a 2 and a 5 year old, who both needed the toilet as they were heading back to the car, and add to that the time to pack up and get them buckled in, they went over the paid time - they should have topped up I know.

I have already written to the land owner requesting cancellation - Crystal Palace Park Trust is the registered lessee for the land, and they have some useful info about their parking setup and policy here https://www.crystalpalaceparktrust.org/pages/car-parking, including that they consider 30 minutes grace period, which from the point of ticket purchase, means the overstay was for 3 minutes beyond their stated grace period by 3 minutes, and on a day where the car park was only half full upon arrival and departure.

Unfortunately I don't have pictures of the signage on site as the driver doesn't live locally, but if push came to shove they could make the journey up to do so as a last resort.

Anyway, hoping someone might be able to help with the process in this case, against the hideous people that are CPM.
