Hi everyone, happy new year!

Apologies for not posting sooner. Following the advice from this forum, I raised an 'Informal challenge' on the Council's website stating that the PCN has been incorrectly issued (incorrect street name). They then cancelled the ticket even though the car was parked in a suspended bay on another street. It took me a long time to get a written confirmation as they sent their reply by post to the Registered Keeper (I have a personal lease) and not to me initially. Took them ages to send me an email copy of their letter.

I've submitted an "informal challenge" on Richmond council's website asking for the PCN to be cancelled and await their reply.

Will update once I hear back from them.

I am a new member to FTLA and request advice regarding a PCN ticket issued by Richmond-upon-Thames Council on 21 Aug 2023 with PCN code 21 - "Parked wholly or partly in a suspended bay or space".



Here are the case details -
  • Car parked correctly in bay very early morning (2.00am UK) on 15 Aug 2023 at Kings Road, Richmond (CPZ G). I have a valid residents permit for this bay & road. No bay suspension notices had been put up at this time.
  • I then travelled abroad on a business trip on the same day, i.e., 15 Aug 2023 and left the area around 12 noon. I did not check if any notices had been put up just before leaving as it was only 10 hours since I had parked the car. I am also the sole insured driver of this car.
  • I returned from my trip on 25 Aug 2023 and saw that a PCN had been issued in the morning of 21 Aug 2023 and was attached to the windscreen of car. The CEO photographs confirm that the bay in which I had parked was indeed suspended on 21 Aug 2023 on Kings Road, Richmond (CPZ G).

Do I have any grounds to appeal the PCN on basis of one or both of the following?
  • I was away from country when the suspension notice went up, and also on 21 Aug 2023 when the PCN was issued. There was absolutely no opportunity for me to view the notice and remove the car.
  • As I mentioned above, the pictures taken by the CEO confirm that the bay I parked in on Kings Road, Richmond (CPZ G) was suspended. However, the PCN mentions that the contravention location was Bridge Street Richmond (CPZ A1). This is a completely different location and so the PCN has incorrect street name.

I understand I need to pay the PCN by Sunday, 03 Sep to qualify for the 50% discount so sorry for the short notice (just heard about this forum today). I'll be very grateful for your swift guidance on this matter.
