hello guys
I would like to ask for help and advice regarding an appeal that I would like to submit to POPLA and my question is what kind of appeal should I submit to them.
4 months ago I received an MTE parking ticket from the Stansted Airport Starbucks car park.
I am the operator of the vehicle, a registered blind person.
I appealed against the penalty, saying that I was not the driver, only the operator, and that the rules were not written in Braille on the signs.
I gave the name, address and e-mail address of the driver who was driving the vehicle for me at the time, a person living abroad.
I received the answer that: "we note that you tried to pass the responsibility on to the designated driver, but you did not submit proof that you were insured to drive your vehicle at the time and that the number plate should have been registered at the counter of the cafe, which we did not do."
What proof do I have to submit that someone else drove the vehicle?
If the operator is registered blind, surely he could not drive?
He was in the cafe,not me.
The Starbuck parking lot has 60 minutes of free parking, but we stayed for 58 minutes anyway.
I just received a POPLA verification code yesterday from MET to appeal.
