Civil penalty charge notices (Councils, TFL and so on) / Bus lane fine, notice of enforcement, what can I do?

A few days ago I received the attached notice of enforcement from CDER Group regarding a fine for driving in a bus lane. The contravention date was back in September, but I didn't receive any correspondence from the local Council regarding the fine, and therefore didn't have a chance to pay the usual £35.
I am now forced to pay £190 by 14th April or the fine will increase again. I moved house in the last year and I believe the address on my v5 might not have been updated at the time of the contravention hence why I didn't receive the initial fine notice, but I don't know how I can prove this, and if I can, will this make any difference?
If I have to, I will pay the fine, but £190 is a lot in my current financial situation, so I want to explore any options I have.
