Civil penalty charge notices (Councils, TFL and so on) / PCN from Surrey, 01- parked in restricted street, Copenhagen Way, Walton on thames

I am a parking permit holder in this area ,but there are more cars than there are parking spaces. When i returned late at night I parked on the pavement as there were no spaces left. In the morning I had a PCN.
PCN Location
A neighbour of mine advised me that as the Controlled Zone sign is not on the entry to Copenhagen way, it is on Station Avenue I should contest it. According to him he's done this before successfully.
