I received a PCN via post for performing a prohibited turn (no U-turn) on Dagenham Heathway. I parked in the bay  right next to the snack bar shop (Street view link in google maps) I had come from the direction of Parsloes Ave so I performed a U turn to head back in that direction. In all honestly I didn't see the signs which appear on google maps as it was a busy Sunday afternoon loads of pedestrians trying to cross as I approached to park. In my opinion I didn't perform a U-turn I just turned to go back in the direction I came in. I would have had to wait for the on coming traffic to stop to leave the position I had parked in.

What approach should I take to challenge this? I do think the signage is poor and I would like to hear the views of those on the technicalities of this PCN and any advise

The onus is on the council to progress this, not you (Mum)
Though the standard TEC letter implies otherwise.

When you say council to progress this does this mean they need to reach out to us? And the council cannot start court preceding again.

Update: after completing and filing the TE9 form and received a notification letter that the statutory declaration/witness statement was filed by the court. The letter then goes on to say that we should contact the local authority regarding the PCN. I have tried this in the past and they sent me an order for recovery and this point it seems the havering council doesn't want to speak to me. I have just tried to call the council up and I have tried various options to speak to a person on the automated system to no avail.

Does the Parking department in Havering Council have a direct line to speak to a member of staff? or an email address? It seems from the witness statement response from the court the onus is on me to contact the council but I have no means by which I can speak to a member of staff apart from the online form which hasn't worked and I am not sure what to do from here.

I created a post thread on Pepipoo back in March on behalf of my mum she had not put the right time on the blue badge parking clock which she thought she had. It seems like a moment of absent-mindedness as she was in Romford trying to resolve an issue at the bank that was worrying her.

Since then a challenge was made online in early March and a reference was given W33454058. Then a month or two later a Notice to owners was sent and a challenge was made which we have no reference for. I then made an enquiry as a decision on the challenge was never received by my mother. To date, there has been no correspondence in relation to the challenge and the enquiry but my Mother has now received a TE3 - Order for recovery of unpaid penalty charge. What is the best course of action in this situation? It has been hard to contact the council via phone and online and the enquiry I made has been ignored.

So usually I would be able to use a few visitors permit to park all day on any road which falls under the CT area on the road sign but as of the 8th August this is not being offered by the council (https://www.newham.gov.uk/parking-permits/newham-council-changes-parking-fees-charges-8th-august-2023). There is an app MiPermit which would be used to gain a a visitors permit. Also within the app you can pay for parking which was used on this occasion I search the location on my friends phone who is the resident in the area who has the app so I entered St Luke’s as I didn’t know the code of the road and the app allows you to search on both. St Luke’s came up with no other description so I assumed this was the right location. I didn’t think it would pull in location from outside the borough let alone somewhere as far as Cheltenham! The app isn’t the easiest to navigate and also. Also t add in the area there has been a mass reduction of roads to park on due to parking suspension. I had struggled to find a place to park but to be issued a ticket ticket due to the MiPermit app not being user friendly.

I received a PCN in Newham council for contravention 12 parking without a valid virtual permit to which I had entered the wrong location/road. I parked on St Lukes Sq in Canning Town and entered St Lukes Road in Cheltenham. I have the receipt of payment for parking in the location for 2 hours is this enough to win a challenge?

This case stinks, the CEO is up to something very odd to say the least and we should put them to proof:

Dear London Borough of Newham,

I dispute liability for PCN PN35317555 on the ground that the alleged contravention did not occur. I did not see any signs when I entered the street, and I am aware that signs in this location had previously been vandalised. I note that rather than taking a photo of the signs themselves, the CEO appears to have taken a photo of a photo that was displayed on some other device, this raises the question of whether there were any visible signs at the material time. I put it to you that at the material time there was no adequate signage, or else the CEO would have taken a photo of the sign rather than a photo of his hand-held device which was showing a photo taken at some earlier time.

Dear Sir/Madam,
 
I am writing in response to the parking ticket I received for "Failing to comply with a restriction on vehicles entering and waiting in a pedestrian zone" under contravention code 54. I wish to formally dispute this PCN and provide my reasons for doing so.
 
Firstly, I would like to point out that the back of the PCN does not show my vehicle passing the sign during restricted hours, nor does it show any subsequent movement by the vehicle including whether it parks, stops or traverses the restricted length/area. As such, it is not sufficient to simply show that my vehicle was in or entering a pedestrian zone, as this does not necessarily mean that I contravened any restrictions.
 
I would like to request to see the video or photographic evidence of my alleged contravention. As per the guidelines provided by the council, this only applies if the contravention includes the words "failing to comply with a sign". Given that the contravention code for my PCN does not include such wording, I believe I am entitled to view the evidence.
 
In light of the above, I strongly believe that the parking contravention 54 did not occur, and I respectfully request that the PCN be cancelled. I trust that you will take my arguments into consideration and reach a fair decision.

1. Newham council
Contravention 54 failing to comply with restriction on vehicle entering and waiting in a pedestrian zone
Hoy Street -GSV

2. This is the second PCN that I have gotten on the exact same street which I created the following thread for the previous PCN pepipoo forum. My difficulty with this area is that there is never any available bay parking when I arrive, so it leaves me with having to park on this road which I have done so for over 6 months. Along with this all around the area there are damaged parking signs. This is the 2nd PCN I have received since getting the initial PCN for contravention 62: Parked with one or more wheels on or over a footpath, I have tried to avoid parking where the council seem to think the footpath begins. This seems to have worked by not receiving another PCN parked on Hoy Street since the initial one. On this occasion, I received a PCN for a different contravention, but I only noticed when leaving the next day that the pedestrian and cycle zone sign had been replaced which was previously vandalised (Image). I missed the pedestrian and cycle sign that had been installed before I parked up the night before.

I also noticed that the sign isn’t very visible at night especially when you make a sharp turn onto Hoy Street when coming up the one-way street.

I made a challenge on the 25th of March which was rejected and now I have the notice to owner.

3. PCN front & back
There aren’t any signs to show you are in a pedestrian /cycle zone whilst you are on Hoy street too. A vehicle crossover does not interrupt the footpath unfortunately.

What do you mean by this the footpath is not affected in my case.
