I'm sorry Sir, I really didn't receive the PCN any earlier, otherwise I would have appealed it.
I am fairly certain that there has been a problem with receipt of PCN and the dates involved but as mentioned I can't prove it. I always appeal on PCNs.
I have now received the final PCN AF30601023, which is dated, 3rd Mar  2025.
Your help and advice would be highly appreciated.

I have gone back and checked all the post and found another, which I am attaching.I honestly did not realise there were 2PCN's and so I did not make an appeal for the first one -AF30508050.
AF30601023 (5 March) and AF30508050 (10 February) but I have a feeling, both arrived at the same time in March (there is no proof). I would have noted the February PCN, which was for 30th January 2025. I have now received the final PCN for 30th Jan (AF30508050) is the 3rd PCN I have received in the post. Nothing else came in the post.

I am attaching both documents including enlarged photos. I am not sure I did myself any favours because I misunderstood the PCN as stating no entry in that zone. I did not see the specific times of entry and usage of road and so I missed the opportunity.

Please help.

They are saying they didn't accept your email and told you to make representations via the website. Did you just do nothing?

There was confusion about 'warning notice'...

Mr Chips may be onto something.
OP - Redbridge have form with regards sending premature charge certificates.  If you can provide more details on the first PCN and also the charge certificate received, we can look into that.

Did you even realise you had more than one PCN?

I only received the first dated 5th March, appealed on 7th by email, then received the rejection email on 10th. The final notice came in the post dated 11 March. There are the only 2 notices I received.

I received a PCN from LB Redbridge on 3rd March, for 53j- failing to comply with a restriction on vehicles entering a pedestrian zone (camera enforcement).
This was a mistake on my part as I saw the notice ahead which was a blocked road but I did not see the sign on entry to Melbourne Road. It is quite high above and it is easy to miss. Regardless, I should have seen the signs but missed it on this occasion. The PCN was for £130, with 50% reduction to £65 within 14 days.

So I appealed on 7th March and it was rejected by email on 10th March. 11 March I was sent I received another notification to pay £195 (£130 + surcharge £65) within 14 days!

I just think the timing of the notification is an issue with me. I do not believe the appeal period was noted and but to send the final penalty charge less than 28 days (11 March 2025) is an issue for me.

Also indicated in the letter, it states ...you did not appeal to the adjudicator. I have checked the London Tribunal and it needs a verification code, which I have asked LB Redbridge by email, and it is being ignored. The auto reply, just gives you link to pay but there is no mention of adjudicator on either letter or email.

I am attaching the emails and PCN for your perusal and would appreciate any advice and comments.
