Thank you for your email of 7 June 2025 about the DVLA. Having now read through your complaint, I see you are unhappy the DVLA disclosed your personal data from the Driver and Vehicle Licensing Agency’s (DVLA) vehicle register to Euro Parking Collections PLC (EPC
What we do
Under data protection legislation, our obligation is to investigate a complaint about the handling of your personal data to an appropriate extent, and inform you of the outcome. Part of this process includes us considering whether further action is necessary or appropriate, in line with our Regulatory Action Policy.
Our view of your complaint
Under Regulation 27 (1) e of the Road Vehicle (Registration and Licensing) Regulations 2002, the DVLA can release vehicle keeper information where there is reasonable cause to do so. Examples of reasonable cause include where the information is requested by a carpark management company for the purposes of recovering unpaid parking charges. How the DVLA oversees carpark management companies are not matters within the ICO’s remit.
In this case, our view is that the DVLA is complying with its data protection obligations and we do not consider it appropriate or necessary to pursue further action with the DVLA.
We can also see the DVLA responded to your concerns on 29 April 2025 with an appropriate response, explaining that they are complying with a legal obligation under the Road Traffic Act and that the sharing of your data falls under 'reasonable cause'.
For the above reasons, will now keep a record of this complaint but we will not take further action. We keep a record of all the complaints raised with us for our own intelligence. We use this information to build up a picture of an organisation’s information rights practices and to take further action in the future should it be necessary.
