Usually, an incorrect Reg.Mark is fatal to the PCN, and there is no need to appeal.
Standard advice is
to post a copy of the PCN to the Council, with an (anonymous) note saying you found it on your vehicle and its reg mark does not relate to yr vehicle. That will save the owner of the defective mark (you can check online to verify its existence) from getting chased by the Council.
to keep the original PCN very safe in case some Council muppet tries to play Sherelock Holmes - the PCN is your 'get out of jail free' card.
If the defective mark is not in use you need do nothing but keep ther PCN safe.
That said, what is the error? E,g. is it 0/O or 1/I?
