You've gone off on a tangent with your appeal - the footway parking is irrelevant to the contravention given, which quite simply did not occur.

This is amazing, thank you!! I had no idea the council were completely wrong about there even being a potential contravention in the first place. It’s wild that they can just reject informal and formal challenges without any grounds.

Would be grateful for any advice. I was parked on DYL, no loading restrictions with a valid blue badge on display and I was there for less than 3 hours. My vehicle was parked half on the pavement and half on the road to minimise obstruction as it was a narrow stretch of road. PCN issued for “parking on a restricted street during prescribed hours”. Council clarified after informal challenge was rejected that this was on the basis of my vehicle causing an obstruction. Rejection of representations stated this was due to the vehicle being on the pavement obstructing pedestrians. I was not causing an obstruction. I’m a full time wheelchair user so if I’d actually blocked the pavement, I wouldn’t have been able to get past myself!


Submitted my tribunal appeal today, the written argument I’ve provided is attached.
